When The Instituto Pedagógico de Maturín was opened in 1974, the Foreign Language Program belonged to the Humanities Department, which included The Geo-history Program, The Native Language Program and the Foreign Language Program. By that time, the department was headed by Prof. Leida Bistochett. Four years later, the Humanities Department broke down, and the Linguistics Department was created, which corresponds to the Native Language Program and the Foreign Language Program.
The Heads of the Foreign Language Program of the Instituto Pedagógico Maturín have been:

• Professor Johnny Sánchez.
• Profesor Yoselin Velásquez
• Professor Juana Sagaray.
• Professor Pedro Aguilera.
The first secretary of the Foreign Language Program was Professor Iraima Vazquez, and the actual one is Shirley Vargas.
